Admin Super Users will not have this issue because the USERS dialog is loaded during their login.

The application is working as designed.

Workarounds: (any of the following will work)

• For the user(s) experiencing the issue, open the local PM.ini file and add the following parameter under [Options]:
  DelayedLoadMode=off
   
  NOTE: This forces all the global data to load, including the USERS dialog, and overrides the startup filter options.  With the value set to on, global data is not loaded, including the USERS (this is the default).  The loading of the USERS is the only difference with this setting VS just the startup filters.
   


• Open a project where OBS Name is assigned as the Responsible Manager.
   


• Click: Admin, Users
   


• Click: Enterprise, OBS, Users (tab), Assign (button)
